perldoc VMS uninitialized values

All,

Up until now, I have mostly ignored tools like perldoc and pod2* under VMS.
I'm trying to get them going now, and have encountered an anomaly using
Craig Berry's 5.6.1 kit under VMS 7.1-1H2:

The anomaly (non-fatal!) is that perldoc generates the error

Use of uninitialized value in substitution (s///) at
perl_root:[lib.pod]perldoc.com;1 line 279.

Collateral errors can also appear, but this one is guaranteed. This appears
to be due to the contents of $bindir being empty. The thing is, it's not
clear to me how it can be anything _but_ empty. Is my system anomalous
(again!)? Or is this a general problem? If the latter, how does one go
about getting it fixed?
