Yes it does that when we are in a dev release, but as Peter pointed out, we are 
technically in Release Candidate territory, so that is no longer valid.  Under a 
more *nix-like environment, "Dusedevel" also sets some flags so that if you 
'make install' it won't stomp all over your existing installation; it installs 
everything in version specific directories and does not update the main 
executable 'perl' to point at the new install.  For VMS, however, this is a moot 
point ('mmk install' is not implemented like that), so it is not needed at all now.
