VMS::Logical module available

I posted this from another address before, but it's not showing up in
the archives.  I apologize if this is a repeat.

I've just finished a module to get and set logical names, using hooks
into sys$crelnm and sys$dellnm.  

(I was planning to write a hook into sys$trnlnm to but haven't gotten
there yet.  If anyone else wants to do that part, that'd be fine.)
