With today's snapshot on OpenVMS Alpha 7.2-1, I see:

ext/Encode/t/perlio.................FAILED at test 27
Failed 1 test script out of 620, 99.84% okay.

Details below.  I'm afraid I have no idea where to start with the "does not 
map to Unicode" errors.
