i noticed a lack of a human welcome message for this list – no admin 
listed, no draft SoC, no stated purpose, etc, and saw no archive.

as such, i have provided a suggested draft SoC, which is below.

Standards of Conduct

This list is dedicated to providing a harassment-free experience for 
everyone, regardless of gender, gender identity and expression, sexual 
orientation, disability, physical appearance, body size, race, age or 
religion. We do not tolerate harassment in any form. Users violating these 
rules may be sanctioned or expelled from the list at the discretion of the 
administers.

Harassment includes offensive comments related to gender, gender identity 
and expression, sexual orientation, disability, physical appearance, body 
size, race, or religion; sexual images in public sections; deliberate 
intimidation; stalking; sustained disruption of conversations or other 
resources; and unwelcome sexual attention. Users asked to stop any 
harassing behavior are expected to comply immediately.

If a user engages in harassing behavior, the administers may take any 
action they deem appropriate, including warning the offender or expulsion 
from the list. If you are being harassed, notice that someone else is 
being harassed, or have any other concerns, please contact 
standards-of-conduct-discuss-owner@perl.org immediately.

This anti-harassment policy is based on the example policy 
(http://geekfeminism.wikia.com/wiki/Conference_anti-harassment) from the 
Geek Feminism wiki, created by the Ada Initiative and other volunteers.

If we decide to change our anti-harassment policy, we will post those 
changes to this list, publish them at https://example.com/soc.html, and/or 
update the Anti-harassment Policy modification date below.
