The way I type them is [compose] [<] [<], which is nice because their
ASCII equivalent is <<

It means match a word boundary with the word being on the right side.

    > say 'ABC DEF ' ~~ m:g/ << . /
    (「A」 「D」)
    > say 'ABC DEF ' ~~ m:g/ >> . /
    (「 」 「 」)
