[perl #16789] 'make test' for parrot fails

After recent fixes to get perl6 work on win32 & cygwin, 'make test' 
for parrot doesn't work anymore (while perl6 does)

On win32 with cygwin 'Configure.pl && make' works, and after that 
'make test' gives this:

cd classes && make && cd ..
make[1]: Entering directory `/home/z/cvs/my-parrot/classes'
make[1]: Nothing to be done for `all'.
make[1]: Leaving directory `/home/z/cvs/my-parrot/classes'
make: *** No rule to make target `libparrot.a', needed by `test'.  
Stop.

This seems to affect few other system also (see tinderbox)
