Neither Larry nor Damian have much to say in this regards.

My intention is to get IMCC rolled into the Parrot executable, as the 
point between the parser and the interpreter. The intent ultimately 
is that you hand an AST, and potentially some rules, to IMCC and it 
creates bytecode for you from it. Offline compilers are under no 
obligation to use it, but it'll be built into Parrot.
