RFCs In Progress

Hi all,

As per our current RFC process, we have a bunch of individual RFCs that
haven't moved in some time. The process also documents that RFCs might
get timed out after 3 months (or, about 90 days) of inactivity.

The current ones are getting close to that limit:

Currently in Exploratory status:

  * source::encoding to declare encoding of source (RFC0007)
      Proposed by: Rik
      Days remaining: 13

  * enhanced /xx on regexp
      Proposed by: Karl Williamson
      Days remaining: 20

What's the state of these two? Are there still outstanding questions
that need to be discussed and resolved? Is work ongoing on them? I do
seem to remember Karl and Rik met up to discuss them both recently - is
there any outcome of that yet?

Currently in Awaiting Implementation status:

  * Optional Chaining (RFC0021)
      Proposed by: Breno de Oliveira
      Days remaining: 20

  * Drop support for ' as package name separator (RFC0015)
      Proposed by: Nicolas Mendoza
      Days remaining: 13

  * Template Strings (qt) (RFC0019)
      Proposed by: Rik
      Days remaining: 20

How are these doing? As the overall proposer/sponsor, has there been
any progress towards finding an implementor to write some code on these?
