new TODO-ed tests passing in ExtUtils-ParseXS/t/001-basic.t

Hi James,

the two TODO tests you added to dist/ExtUtils-ParseXS/t/001-basic.t a few
days ago seem to be PASSing on my system and in many smokes:

ok 20 - No 'duplicate function definition' warning observed in XSFalsePositive2.xs # TODO GH 19661


Is this an issue that was subsequently fixed, or does the TODOness need
to be restricted to a particular OS or configuration???
