 From a P5P mostly-lurker: the RFC process has made what's changing (or 
not changing) in the language much easier to follow.  Long may it 
continue, and if further formalizing the process makes that more likely, 
that seems like a good idea to me, especially the bit about specifying 
one place (P5P) for the RFCs to be discussed.
