So we're now past the point where "contentious" changes may be committed 
to blead.

Which, of course, begs the question, "Which changes are contentious?"

Which means we're at the point where there is strong pressure from 
individual contributors to get *their* changes in.

Which increases the likelihood of mistakes.

So I'd like to ask the PSC to review outstanding pull requests and make 
a decision as to which ones are contentious and should be deferred to 
the 5.37 development cycle, and which ones are still eligible for 5.36.0.
