Is this is largely a spam issue, and if so do we not have the ability
between us to come up with a way to combat it?

I'm thinking along the lines of a '+' modification to the address, or
a clue in the subject header, which will be expensive for spammers to
replicate but which can easily be checked by the MX with a milter.
