I have now begun work to do just that.

Currently:

  $ ./perl -Ilib -e '$: = 123; print $:'
  123

  $ ./perl -Ilib -e 'no feature 'format_vars'; $: = 123; print $:'
  syntax error at -e line 1, near "$:"
  syntax error at -e line 1, near "$:"
  Execution of -e aborted due to compilation errors.

I can't yet ban `$^` because it has unfortunate collateral damage on
things like `$^V`. That's no doubt a small implementation bug I can fix.
