Maybe ccdlflags should be using $(PERL_INC) like lddlflags does.

For the in-tree build for an XS module (on Linux anyway) PERL_INC is:

PERL_INC = ../..

Though that would probably need to be an absolute path for these tests.

Have you opened a ticket against EU::MM?
