I now agree with Dave Mitchell: Perl 7 should be fully backwards
compatible. Lots of Linuxes as well as Mac include Perl in their base
install. I believe we can solve a CPAN Perl 7 incompatibility with tooling,
but not the Linux infrastructure. Full backwards compatibility means an
upgrade to Perl 7 would be mostly (entirely?) painless for most vendors (no
harder than a current point upgrade is at the moment), so new users of
those OSes would get the latest Perl "for free."
I still think we should optimize for the new user. Requiring "use v7" is a
small price to pay if it means that Perl 7 is automatically installed on
their computer.
