Proposed revisions to the "open" section of perlfunc.pod

Hi all,

I am working on a small TPF-funded project to propose revisions to the "open" section of the perlfunc manual page, as well as the perlopentut manual page.* I just filed a pull request with a draft of perlfunc.pod here: https://github.com/Perl/perl5/pull/17717
