Currently, 5.30.x fail tests on Mac OS X Catalina with the following:

Test Summary Report

  Parse errors: No plan found in TAP output
Files=2656, Tests=1229635, 284 wallclock secs (98.00 usr 17.44 sys +

Result: FAIL
make: *** [test_harness] Error 1

So, I suggest backporting d74b131b0ba952f0c894f2462279e1dc12f94d82
which is a very simple fix for this problem.
