(I started to write this as a comment to https://github.com/Perl/perl5/issues/17495#issuecomment-578757168, but figured it really belongs on list.) Lately we've pulled some previously cpan-upstream distros into core as "dual life" with blead upstream (IO, Tie::File). And we've also prepared at least one previously core-only module for dual life but haven't actually done a CPAN release (Findbin). In most of these cases we have code originally written in the early days of Perl 5. Their authors have in many cases retired from Perl -- or simply retired (or, in a few sad cases, died). We have to face the question: If we do make a module that ships with core dual-life, who does the dual-lifeing? Even if P5P as a whole takes responsibility for maintaining the module within core, we still need to recruit, train and evaluate people who will CPAN releasors for the various distros.
