This is a bug report for perl from jim.avera@gmail.com,
generated with the help of perlbug 1.40 running under perl 5.26.2.

The pod for sysread is ambiguous about OFFSET:

"An OFFSET may be specified to place the read data at some place in
the string other than the beginning. A negative OFFSET specifies
placement at that many *characters* [emph. added] counting backwards 
from the end..."

The documentation should be clarified to indicate whan, if ever,
OFFSET counts characters rather than octets.
