They pass for me on Win10, using Strawberry's tools, building in C:\ with 8dot3names disabled on that volume. I've added a comment to wchristian's pull request on win32 for GetShortPathName.t. (The explanatory text in that PR looks good, so maybe easier to tweak the submitted test than submit a new PR on the same topic). Couldn't see an easy fix for Unicode.t, without really fixing Unicode filesystem handling.
