support PERL_DESTRUCT_LEVEL on non-DEBUUGING builds?

Currently the PERL_DESTRUCT_LEVEL environment variable is only honoured on
debugging builds of perl.

I propose that we honour it on non-debugging builds too.

An advantage of this is that ASan's leak detector is then usable on
production builds of perl.

I can't see any disadvantages.
