The attached patch follows a discussion on IRC #smoke with khw and Bram.

In loc_tools.pl, not explicitly closing <DATA> within the
find_locales() "Final fallback" case causes a test failure (#704) in
t/lib/warnings/regexec:

EXPECTED:
Use of \b{} or \B{} for non-UTF-8 locale is wrong.  Assuming a UTF-8
locale at - line 16.
GOT:
Use of \b{} or \B{} for non-UTF-8 locale is wrong.  Assuming a UTF-8
locale at - line 16, <DATA> line 47.

Please could this patch be applied once blead is thawed out.
