Related to the efforts in RT#133787 to build Perl on Android 8.1
(Oreo) under the Termux app environment, the attached patch is
intended to silence an unnecessary warning emitted by
dist/PathTools/Cwd.pm on Android builds.

In the native builds on Termux, $Config::Config{targetsh} is not
populated and so the -x test for it emits a warning. The subsequent
else{} block successfully executes (populating $pwd_cmd), so things
proceed happily and there's nothing gained by having emitted the
warning.
