Do you mean the patch:

-    Encode::PERLQQ()|Encode::WARN_ON_ERR()|Encode::STOP_AT_PARTIAL();
+    Encode::PERLQQ()|Encode::WARN_ON_ERR()|Encode::ONLY_PRAGMA_WARNINGS()|Encode::STOP_AT_PARTIAL();


which fails a test:

../ext/PerlIO-encoding/t/fallback.t                              (Wstat: 256 Tests: 10 Failed: 1)
  Failed test:  2
  Non-zero exit status: 1
