5d32d268506f1f5aad2cf2f55c6585683f32576f added a permanent define for
PERL_OP_PARENT to perl.h, but op.c still includes checks for
PERL_OP_PARENT.

Is the intent that PERL_OP_PARENT might become undefined at some
point?

I was going over 108276 and wondering if any changes for that needed
to deal with non-PERL_OP_PARENT builds.

If the new APIs[1] and structures[2] that PERL_OP_PARENT specifies are
intended to stick around, do we need the checks in op.c?

The define in perl.h should remain for CPAN modules to test.
