Specifying a here-doc as "<<" without a following identifier is no longer
allowed since Perl 5.28. The here-doc section of perlop still states:

(If you put a space it will be treated as a null identifier, which is
valid, and matches the first empty line.)

This statement should probably be removed or replaced with just a
description that an empty string terminator matches the first empty line.
