I wasn't able to reproduce this:

C:\perl>.\perl -Ilib -e "dbmopen(%FOO, 'foo', 0666) or die; $FOO{abc} = 'xyz'"

C:\perl>.\perl -Ilib -le "dbmopen(%FOO, 'foo', 0666) or die; print $FOO{abc}"
xyz

C:\perl>ver

Microsoft Windows [Version 10.0.17134.345]

C:\perl>.\perl -v
