There's GNUmakefile/makefile.mk targets to regenerate config_H.gc, but
it doesn't appear to get used.

Applied your patches as e616889f436d1f41148227b96405eb5043135764 and
a9dc86432e18808d046a28d7ad699e5c59bcc75a.
