In the past days i've been spending some time on getting Test::Smoke running on Windows 10 while delivering PASSes to the smoke test database without cheating and i've had good success.

Some accurate configuration was required. Test::Smoke required some fixes to be able to usefully skip tests and after skipping a test that checks the AUTHORS file against the current user. But with minimal changes it is now working, and i intend to keep running it daily.

Please, if you have the hardware to do so, try to reproduce. If you could look at the changes to Test::Smoke linked in the issue, please review them and comment. Any other things, please mention them.
