I made it 5.28 instead of 5.27.12 because we have no plans of releasing
5.27.12. I didn't want to confuse developers and tooling with 5.27.12
which will not exist.

I'm not sure it actually disrupts reports. Especially with Dave's comment.

I'm sorry for the panic. I can change that if we find it necessary.
