NB: Some clients, of which gmail is one, defaults to reply-all.
Arguably more a case of bad UX than intentional over-broadcasting.

And its usually a reasonable default on mailing lists, because it
means people who submit mail to the mailinglist get replied to even if
they don't subscribe to the mailing list.

Just sometimes this happens instead, and its regrettable, but usually
something people try to ignore instead of pointing a finger about.

Its entirely possible they were completely unaware they were replying to NOC@.
