RFC: Can qr/(?[...])/ be made non-experimental in 5.28

The regex sets feature was introduced in 5.18 and changed in 5.22 to use 
standard precedence.  Only (minor) bug fixes were done in 5.24 and 5.26.

Are there objections to marking this experiment as successful?
