I didn't have any problem building it on my system. Its a fault in
t/51_test_examples.t, line 172, which has the rough equivalent of

    use utf8;
    ...
    <<EOT
    ...
    ... a line containing the following bytes:
    a7  20  42  75  63  68  0d  0a
    ...
    EOT

So again, the new check in perl is doing the Right Thing.
