What is the current status of the ExtUtils-Constant distribution?
The last CPAN release, 0.23, was in 2010, by Nicholas. The listed
maintainers are Nicholas and Rafael.
There are many tickets and patches queued up for it, including some from
me:

The bleed copy has some local customisations.
Nicholas and Rafael have maintained a discreet silence when I've privately
emailed them about it.
I guess this module is kind of abandoned. Does anyone want to take
ownership of it? If not, should we move it to dist/ and apply all the
queued patches?
