Is p5p+perlbug sending/receiving OK now?

It seems that the interface between perlbug + RT + p5p is (was?) not working.  I've sent patches via perlbug in the past couple of days that have been mailed to me, but never got to RT or p5p.   I saw that the NOC did some mail server changes that got reverted, too.

Just want to see if things are working again before I try #3.
