New type on RT.perl.org: "BBC" (Bleadperl Breaks CPAN)

Thanks to Jim Brandt, we now have another type: BBC (Bleadperl Breaks
CPAN). Feel free to use it in the future.

I went over rt.perl.org in a cursory search and every BBC ticket I found
I marked with the new type.
