Term::ANSIColor 4.06 released

A minor new feature requested via RT.  For those merging this into Perl
core, please note that the docs/metadata directory in the distribution is
source for the system I use to generate the README and README.md files,
and is not going to be useful in Perl core.  Feel free to trim it out; I
know there's an automated system for doing that.  (On the other hand, it's
small, so it may not be worth the effort or divergence.)

Changes since the previous release:

    Add aliases ansi16 through ansi255 and on_ansi16 through on_ansi255
    (plus the corresponding constants) for the grey and rgb colors so that
    one can refer to all of the 256 ANSI colors with consistent names.
    These are aliases; the colors returned by uncolor will still use the
    grey and rgb names.  (#118267)
