Please update Time::HiRes in current perl-blead

Time::HiRes 1.9740 fixes a bug <RT#116127> that prevents it's tests from
working properly on ext2/3, meaning that make test with current Perl git
fails to test successfully if you're using either of those filesystems.  I
think it should be a pretty simple upgrade.
