On 64-bit Windows 10 with perl 5.24 built using MSVC 2013. It may also happen with other perls under Windows, but I haven't tried. I can confirm that I did not observe this in my 64-bit ArchLinux install on the same hardware with perl 5.24. I reported this to Config::General.
