Testing Config::General consumes extreme amounts of memory

On 64-bit Windows 10 with perl 5.24 built using MSVC 2013. It may also
happen with other perls under Windows, but I haven't tried.

I can confirm that I did not observe this in my 64-bit ArchLinux
install on the same hardware with perl 5.24.

I reported this to Config::General. The report can be found here:

I am not sure if this is a package bug or a perl bug that surfaces
under specific circumstances or an oddity I introduced in my build.

Out of memory!

which does not happen on my ArchLinux install.

changes/features introduced in 5.24.
