I don't think that historical deprecation automatically corresponds to
modern discouragement.  If it's not the same as modern deprecation, then I
think it's ambiguous between modern deprecation and modern discouragement.

I would therefore approve of a variant of your plan: review historic
deprecations to classify each as either deprecated in the modern sense
(intending to actually remove them) or merely discouraged.  If we're
switching to deprecation semantics where we set a date for removal and
actually remove on schedule (without seeking a specific conflict with
new development), the ones that we classify as truly deprecated should
then be either removed forthwith or have a removal date set.
