I'd be in favor of that.  I always felt that, for new deprecations, the removal
date was clear.  It was these old deprecations that were the problem, because
they had no teeth when introduced, and were not clearly made with the "we will
definitely remove this behavior soon" in mind.  When we executed the removals
as if they had been made that way, we were combining two ways of thinking about
deprecations, which is why we sometimes had to just say, "nevermind, there is
no reason to remove this."

New deprecations are being made specifically to remove things, so setting a
date is a good idea.  If we need to shift it back a release (for whatever
reason) we can do that without shame, too.
