Yes, the reason I suggested Sub::StrictDecl might be appropriate for core is
that it is analogous to "use strict 'vars'", which is in core.  Personally
I don't consider 'vars' to be un-Perlish.  Indeed, the compile-time checking
of variable names is a big advantage for Perl and one of the things I most
miss when writing in another scripting language.
