I can answer the second part.

The EUMM in v5.24.0-RC1 is 7.10 + some fixes. These have been all included in
EUMM 7.12 that was released to CPAN recently.

Unfortunately EUMM missed the change freeze for 7.12 to be included in the
v5.24.0 release.
