There were indeed some stuck processes. I killed them and triggered a
build manually. IPC::Cmd tests still fail:

#   Failed test 'Ran 'Array: C:\jenkins\workspace\perl5-win32\t\perl.exe -eprint+shift a b a | C:\jenkins\workspace\perl5-win32\t\perl.exe -neprint+split+b (IPC::Run: 0 IPC::Open3: 1.20)' successfully'
#   at t/01_IPC-Cmd.t line 132.

#   Failed test '   Combined buffer matches (?^:a  a) -- (Array: C:\jenkins\workspace\perl5-win32\t\perl.exe -eprint+shift a b a | C:\jenkins\workspace\perl5-win32\t\perl.exe -neprint+split+b (IPC::Run: 0 IPC::Open3: 1.20))'
#   at t/01_IPC-Cmd.t line 146.
#                   ''
#     doesn't match '(?^:a  a)'

#   Failed test '   Proper buffer(3) matches (?^:a  a) -- (Array: C:\jenkins\workspace\perl5-win32\t\perl.exe -eprint+shift a b a | C:\jenkins\workspace\perl5-win32\t\perl.exe -neprint+split+b (IPC::Run: 0 IPC::Open3: 1.20))'
#   at t/01_IPC-Cmd.t line 149.
#                   ''
#     doesn't match '(?^:a  a)'

# Looks like you failed 3 tests of 459.
../cpan/IPC-Cmd/t/01_IPC-Cmd.t ....................................
Dubious, test returned 3 (wstat 768, 0x300)
Failed 3/459 subtests
	(less 140 skipped subtests: 316 okay)
