welcome to perl 5.24.0(-RC0)

I have bumped the version in the repo to 5.24.0, RC0.  The goal here is to
shake out any horrible bugs where people have hardcoded version checks and the
like.  This also puts perl5240delta into the perldelta slot.

I hope to make a "real" RC, RC1, in the next few weeks.

Please report any problems!
