5.22.2 voting

Apologies for running a little late on this (given that it would be
nice to get 5.22.2 out before 5.24.0 is released, if possible) but
I've finally updated the voting file for 5.22.2:

This is all the candidates that I would propose cherry-picking, as of
the latest change currently in blead (389f4c1ef8).

I've left out the fixes for perl#126182 and the follow-on perl#127705
because there have been several updates to the changes, some of them
only VERY recently, so I don't think it would be wise to try
backporting these changes so soon (and possibly not at all if they are
deemed to be too invasive for a maintenance branch):

Otherwise I hope I've covered everything that is important (and kept
less important changes to a minimum, for some definition of
"minimum"), but please let me know if you spot anything that I've
missed.

All of the changes that I've listed in the file cherry-pick cleanly
(or with only trivial conflicts), and it builds and passes all tests
on Windows 8.1, VC++ 2010.

Committers, please consider casting some votes so that we might get
5.22.2 out during April.
