deleting old perl RCs from CPAN

I plan to delete all the -RCx versions of perl from my CPAN directory in a
week.  That means the release candidates from 5.16 through 5.22, more or less.
They will remain available on the BACKPAN mirrors, but normal,
non-comprehensive mirrors will stop carrying them.

Speak now or forever hold your peace.
