Perl 5.22.1 soon

I had hoped to get 5.22.1 out today, but unfortunately some more hexfp
bugs have come to light which Jarkko has been so kind as to fix
already :-)

We believe these fixes are worthy of slightly delaying the release of
5.22.1, so I have added them to the voting file:

The fixes are highly unlikely to have any effect on anything else, and
with a good length of smoking time already for RC1 and RC2 I would
hope to get RC3 out soon and then proceed to the final release without
the fortnight's waiting which RC1 and RC2 have each had - possibly
around this time next week if votes are cast soon enough :-)
