As threatened before I've added support for this, this change will
allow us to have our cake and eat it too when it comes to wanting to
add new warnings to perl, but not burned existing users with them.

I have to run out now, but see this commit for details:

I still want to do the change to support $ENV{DEFAULT_WARN_CATEGORIES}
noted in the bug update that kicked this whole thing off[1], but I can
do that later.
